CCL deploys latest technology to curb Coal Pilferage

Central Coalfields Limited (CCL), the largest coal producer of Jharkhand, has not only set higher benchmarks with each passing year, in recent times but has been making all effort to curb coal pilferage/theft through deployment of latest technology in its mines.The regular upgradation of technology in its offices and now its deployment in the mines has given boost to "transparency" which is one of the pillars of CCL’s “Kayakalp Model of Governance”, the idea behind the company’s success. CCL, with its command areas spread across 8 districts of Jharkhand, will keep a close eye on coal transportation through the newly installed monitoring system consisting of CCTV based WeighBridge, GPS/GPRS based Vehicle Tracking System (VTS), RFID etc.The commissioning of these modern technology has not only helped in closely monitoring the transportation of coal through trucks from the mines to the Siding and Coal Handling Plant (CHP) but also in keeping a tap on coal production, dispatch and productivity.Reports generated from these systems has helped the management to rectify the shortfalls, bring continuous improvement and ensuregreater efficiency.
Hon'ble Ministerof Railways and Coal Shri Piyush Goyal has led special emphasis on curbing coal theft along with coal production, productivity, dispatch. Ministry under the leadership of Shri Goyal has been receptive and issued various directives from time to time. Recently, Hon'ble Minister Shri Goyal released a mobile app called "Khan Prahari" to check coal theft. This app has facilitated the participation of common man along with the government machineries to check coal theft. Everyone can now play a vigilant role and report the same through this app. Enhanced surveillance on vehicle transport has also resulted better road safety in mines.
CCL under its CMD Shri Gopal Singh, has added new dimensionswith respect togrowth,efficiency, accountability, welfare and transparency with"Kayakalp Model of Governance" at the core. The successful implementation and usage of technology like E-tendering, Coal-Net, Bill tracking etc. symbolises our efforts to boost transparency in the day to day operations. Our commitment for a more responsible, accountable and transparent organisation stands tall with persistent effort towards this goal.
In addition to that itprovides integrated Surveillance system to manage and monitor the transportation of various trucks’ movement through mines to CHP/Railway Sidingand togenerate various MIS reports related to production, dispatch, sale and alerts.
The following systems are achieved through integration of following system.
A. GPS/GPRS based vehicle tracking system: Global Positioning System (GPS) is based on satellite ranging and the position of 3 or more satellite. The GPS tracking unit is a device that uses the Global Positioning System to determine the precise location of a vehicle and to record the position of the asset at regular interval. As of now, 2150 GPS/GPRS devices are installed across CCL command areas
B. RFID with CCTV based monitoring and weighing control System:Radio frequency Identification (RFID) systemhas tags normally attached to object or vehicle & contain amount of internal memory in which it stores information about the vehicle such as its serial no., registration no., owner’s description. When these tag pass through a field reader, they transmit this information back to the reader by identifying the vehicle at Road Weigh Bridges. Currently, 112 RFID and CCTV systemshave been installed and are operative under this project.
C. Central Control Room at CCL(HQ), Area Control Room inAreas & Computerization of Project Office for monitoring of allactivities: All the operation is Centrally monitored in 3 shifts at CCL(HQ), VTS control room at all Area Offices andall project offices. Exceptional alerts/ reports are analyzed,and action are taken accordingly. Two Mechanism have been developed for tracking the movement of departmental Trucks, Dumpers etc. which is engaged in transportation of Coal on real time basis and RFID with CCTV system at 112 road weighbridges.
1. A Web-based GIS system for map viewing.
2. A Mobile Application system for quick/instance decision support system.
Digitalization of all activities and controlled through the following Alerts generated through audio and/or visual alerts are generated by the system on mobile or on screen:
– Undue Stoppage Alert: In case transport vehicle stops more than 5 minutes.
– Route deviation Alert: In case a transport vehicle deviates from the pre-defined route.
– Geo Fencing Alerts: When vehicle moves from AreaGeo Fence.
– Park Fence Alert: Movement of vehicle when ignition is off.
– Top Speed Alert: Maximum limit fixed as 60 KM/HR
– Tampering Alert: Tampering of GPS devices.
All relevant process data are captured and stored in server simultaneously at Area offices and CCL(HQ). Reports are generated from this information for the management, as and when required.
