Vigilance Awareness Weeks 2016

CCL, with a traditionally rich fervor and commitment , as per directives of CVC, observed the Vigilance Awareness week 2016 - with a new and refined tempo , from all its employees and stake holders with mission to "re-dedicate themselves to the mission of inculcating honesty and integrity in every aspect of business and personal dealings".

The Central Vigilance Commission has communicated the awareness theme of this year as "Public participation in promoting Integrity and eradicating Corruption".

Activities within Company :

Day-1 (31.10.2016): Pledge and other activities:

  •  Event -1:
  • Day started with administration of Pledge at the Company Head Quarters at Darbhanga House Ranchi at 11AM which was parallely observed across the command areas of the CCL including all independent production units and establishments like Central Hospitals and Regional Workshops.

    Sri Gopal Singh, Chairman-cum-Managing Director, CCL administered the VAW pledge to markthe start of the Vigilance Awareness Week-2016 (31st October-November 5th2016) which had the theme "Public Participation in Promoting Integrity and Eradicating Corruption"at Comapny's headquarters, Darbhanga House in presence of Sri Arbind Prasad, Chief Vigilance Officer, Sri D K Ghosh, Director (Finance), Sri Subir Chandra, Director (Tech/Oprns), Sri R S Mahapatro, Director (Pers) to the employees and officials including GMs and HODs from headquarters

    Sri Gopal Singh, CMD addressing the employees stressed on the importance of integrity and transparency in all spheres of our activities and work unstintingly for eradication of corruption. He said that this pledge is followed in letter and spirit by the employees of CCL and as a result CCL is one of the best known subsidiary of Coal India. He asked everyone to continue their work with integrity, transparency and accountability and to also promote these values among people around us. These values define CCL and helped CCL to achieve new heights with each passing year.

    On the occasion message of President, Prime Minister and Vice- President was read by Sri D K Ghosh, Director (Finance), Sri Subir Chandra, Director (Tech/Oprns), Sri R S Mahapatro, Director (Pers) respectively.

    CVO Sri Arbind Prasad read out the message of CVC. He said that any mission to curb corruption and promote ethical values in our system cannot be accomplished without active support and participation of each and every citizen of this great country, therefore CVC has chosen the theme "Public participation in promoting Integrity and Eradicating Corruption" this year. He also informed about the various events and programme that will be organized during the week to take the message to the public. Commission has envisaged a concept of "Integrity Pledge" to enlist support and commitment of the citizens and organizations for upholding the highest standards of ethical conduct, honesty and integrity. The link of the pledge is available on the www.cvc.nic.in . Every Indian citizen can take the pledge. CVC will be issuing a certificate also to everyone who has taken the pledge. He also informed that where there is lack of web access to the public especially in rural areas, a provision of "mass pledge" has been made. He added that as a public servant it is imperative for all the CCL employees to contribute in the Vigilance Awareness Week

     


     
  • Event -2:

  • On the occasion a street play "Mangra ka Retirement" was organized by the CCL employees from field production units with message that ethical values like integrity, transparency, objectivity, honesty is must for the development of Company, State and Nation.
     

     


     

    1. Event -3:

    CMD Shri Gopal Singh also flagged off the "Vigilance Awareness March" from Darbhanga House to Jawahar Nagar, in which all functional Directors and CVO joined the employees to promote and spread awareness among the public.
     

     

    1. Event -4:

    Day was followed with an essay and quiz competition for employees , which was organised at MTC ,CCL Ranchi. Both the competitions saw vibrant and lively participations from all categories of employees depicting their enthusiasm and spirit.


     

    1. Event -5: Grievance Redressal Camp at Area levels:

    Grievance Redressal Camp as directed by CVC was organised at different areas of CCL wherein a platform was extended to the customers/citizens/customers and contractors to lodge their grievances and a panel consisting of Senior Officers including HODs and GMs was constituted to record, process and proper redressal of the grievances received in the camp.

    Day-2 (01.11.2016):

    1.  Event -1:


    Slogan / Poster competition was organised for employees at Company HQ, HRD which saw creativity and imaginations at its peak and a wide range of anti corruption posters and pictures were sketched out while a variety of anti corruption and Vigilance awareness slogans poured in from the participants. An elite of panel of judges from Vigilance department decided the winners who were awarded with trophies and certificates in the prime function of awareness seminar on 03.11.2016.

    Slogan / Poster, competition for kids of HQ employees studying in Class 5th ‐10th was also organised at JN Club, CCL,wherein the young blooming kids as well as teens participated with zeal and enthusiasm and young minds carved their thoughtful concepts and ideas. Winners were awarded with certificates and prizes on the spot.


     

    Day-3: (02.11.2016):

    1.  Event -1: Vendor grievance redressal meet by CMC .Deptt. Ranchi Vichar Manch Ranchi

    A grievance redressal meet of customers , vendors , Contractors and PAPS (Project Affected Persons) was organised by the Contract Management Department wherein various leading vendors / contractors participated with fruitful come. The meet was successful in providing a neutral and transparent grievance redressal stand wherein all functional Directors along with CVO, CCL were present to listen n solve the issues .

    Issues like auto refund of EMDs, pending refunds in cases of erstwhile manual tendering , delay in tender finalisation were addressed. CVO, CCL personally addressed the issue of EMD return and directed to chalk out a pendancy list n look out for speedy disposal as the cases deemed fit.


     

    1.  Event -2-  Awareness Session at Area level :

    As an extension to the regular awareness activity being done by the Vigilance department throughout the year, awareness sessions were organised at Argada area as central venue with executives / Officials from Hazaribagh, Kuju, Barkakana,Rajrappa, Central Repair Shop, Central Stores , Central Hospital Naisarai , Mines Rescue centre joining the programme.

    The topics covered were 1. Disciplinary proceedings 2. Filing of APR through onlinemode.3.Talk on Moral Values & Ethics was delivered by the keynote / Guest speaker of the session Swami Madhavananda from Chinmaya Mission Ranchi . Swami jee stressed on the requirement of striking a balance between the greed and need and highlighted upon the facts so as to how value added deeds and ethics in day to day to working life can change the overall scenario, with multi-folds enhancements in personal and corporate level transparency. He elaborated on the evils of multifaceted corruption existent in the society and system and how it can be uprooted with public participation.

    The crowd was highly benefitted out of it and over 150 officials were among the crowd which comprised of many citizens and local public participating in the awareness session.
     

    Day-4: (03.11.2016):

    Seminar at HQ Darbhanga House Ranchi:

    A motivational session cum seminar was organised at Vichar Manch of Darbhanga House, HQ, CCL, Ranchi in which Swami Madhwananad was the special guest speaker. The programme was inaugurated by CMD,CCL with all FDs and CVO,CCL sharing the dias with the guest speaker. Sri Arvind Prasad,CVO,CCL in his welcome address said that as per the theme of this year's Vigilance Awareness Week, we have to create awareness among the public. He explained the role of Vigilance Department in any successful Company and its contribution in leading the nation in right direction.

    CMD,CCL said that when people go ahead and work against the rules and regulations for their self benefit, it leads to corrupt and ethical practice. He strongly emphasized on the need of following the rules and regulations and avoidance of these may lead into serious ramifications in form of system derailment and corrupt practices start finding its place, subsequently many officials get penalised many times without malafide also. He added that it is in the best interest of the Country, company and as individual to work within norms and laid standards. He appreciated the role of CVO and his team in the success of the CCL.
    Motivating the employees,Swami Madhvananad said that an individual has to perform five different Karmas-Nitya, Nanatik, Kamya, Nishidih and Pratishdi. He elaborated on each of theses Karmas. He held a wide discussion on what is corruption, how to promote public participation to curb corruption, what is Vigilance and bow to make everyone to be more vigilant.
    On this occasion all FDs also shared their views on "Public participation in promoting Integrity and eradication of Corruption" and a large no. of executives and officials from HQ as well as from areas participated in the programme.

    Prizes were distributed to the winners of the various competition organised during the week and Vigilance excellence award for outstanding work in the field of Vigilance activity , revenue savings and preventive works were acknowledged. Invitations from HQ as well as from fields were invited for award of the Vigilance Excellence award and committee comprising of five General Managers adjudged the awardees.

    Day-5: (04.11.2016):

    Vigilance awareness session at  B & K  area was conducted wherein officials from Kathara, B&K and Dhori area participated in huge numbers.  

    The topics covered were 1.Disciplinary Proceedings of non-executives  2. Filing of APR through onlinemode.3.Talk on Moral Values & Ethics was delivered by the keynote / Guest speaker of the session was Sri Navin Chaurasia of Art of living Centre ,Bokaro.

    Naveen Chaurasia, a disciple of Shri Shri Ravishankarji, in his key note address has given a brief but vibrant account of "Sudarshan Kriya"& conducted short and crisp exercise on control of breathing and  connected Yoga with Ethics & Moral values in day to day life.

     

    Day-6: (05.11.2016):

    Vigilance awareness session at N K area was conducted in which executives and officials from NK area, Piparwar, Magadh and Amrapali and Rajhara participated.
    The topics covered were 1. Disciplinary proceedings 2. Filing of APR through onlinemode.3.Talk on Moral Values & Ethics was delivered by the keynote / Guest speaker of the session Swami Madhavananda from Chinmaya Mission Ranchi who deliberated on theme subject of Vigilance awareness "Public participation in promoting Integrity and eradicating Corruption". He elaborated on the evils of multifaceted corruption existent in the society and system and how it can be uprooted with public participation. He explained about the different Kriyas and state of mind and explained how both can be coordinated for better controls in public and personal dealings.

    The programme was attended by more than 150 officials .

    The Vigilance Awareness week 2016 saw its conclusion with all round applause and appreciation from different sectors.

    Special Events:

    1. Publication and distribution of Magazines-

      DOs and DON'Ts:In addition to the earlier distributed 500 copies, another 2000 copies of the Vigilance Booklet on "DOs and DON'Ts" covering almost all spheres of Company's works and activity, which was released on 21.09.2016 by H'ble CVC, during his visit to Ranchi, was distributed during the VAW-2016 week and during awareness sessions conducted at Areas .This booklet has been widely appreciated by all and will serve as handbook of guidelines for working executives at fields where direct access to manual , guidelines and internet is on the lower side.

       

    2. Awareness Rath :

      A Vehicle (Tata ACE) which was converted into an "Awareness- Rath" with anti corruption and Vigilance awareness slogans all around the vehicle designed in form of display banners with embedded pictures and messages to participate in the Integrity Pledge campaign initiated by CVC , was flagged off by the CMD,CCL and CVO of the Company in presence of all FDs, HODs and a large crowd of officials on 03.11.2016.

      CMD, CCL himself drove the vehicle along-with CVO for the first few hundred meters and the Awareness Rath moved out on its three day journey within the town.
      This Vehicle has covered a substantial portion of the residential areas of the town during the three day journey with a positive message being spread throughout the city regarding Vigilance Awareness and Integrity Pledge.
      A wide spread acknowledgement and appreciation was received from the public domain.
       

    3. Uses of Organisational website social media, print media and communication system:

    1. Vigilance Awareness Messages on more than 3500 nos. of CUG (Closed User Group) mobiles were circulated throughout the day and week. Day started with English messages with Hindi in the later half . Six days witnessed, six set of English and Hindi awareness messages and quotes from renowned personalities ,being circulated through out the network.
       

    2. Scrolling messages reflecting observance of VAW-16 and its theme with detailed activity schedule for the week with CVO's message was displayed on the official website www.centralcoalfields.in, since start of the week,. All VAW activities were regularly updated on the website on daily basis with previous day activities along with pictures. A hyper link to www.cvc.nic.in  for "Integrity- Pledge" was activated on the website for facilitating Integrity Pledge to employees as citizens.
       

    3. Twitter account @ CCL Ranchi and FB account Central Coalfields Ltd. were continuously updated with ongoing awareness activities since the start of the week. Command areas awareness activities /events were also uploaded on twitter/FB. Selected anticorruption slogans and prime events of poster making/ slogan writing/ participation of corporate and individuals in Integrity Pledge were among the main tweets during the week.
       

    4. A wide coverage of all the VAW activities was covered in the print media through the PRO department almost all local news daily and selected national daily(about 16 in nos.) had covered all the activities conducted during the week. Punch lines from the speeches of CMD , CVO and guest speaker were making the headlines.
       

    1. Outreach Activities:

    1. Display of Hoardings/ Posters/Banners: In line with directions of CVC prominent location and places of Ranchi, the company head quarters, along with field offices were covered with banners and posters. Common places like Large residential societies, SAIL CITY, KHELGOAN , Vrinda Green, Chandni Chowk etc. and Company colonies at Rajendra Nagar ,Jawahar Nagar and Gandhi Nagar were covered.
      A-4 sized posters with anti corruption slogans will be pasted on more than 1500 light and heavy vehicles in operation throughout the company.
       

    2. Participation of non government organisations/corporates in Private sectors/other institutions/service organisation/public in local area.
      Integrity pledges and Vigilance awareness among corporates, entities and firms were planned and organised in a grand way . Corporates like JSPL, Patratu, IEL Gomia, KGVK Ranchi, SNBL Ratu, USHA Martin ,Ranchi actively participated in the awareness week.They were motivated for observing the Awareness week and take Integrity Pledge as a corporate.
      All the firms and corporates along with their employees actively participated in the pledge and displayed the banners and posters provided from our end.
       

    3. Activities covered in school and colleges.
      In line with directions of CVC this year a special effort was extended for activities in school and colleges and their nose. were increased though being a festival time in this part of India, most of the school were going through their scheduled vacations, activities were spread beyond the awareness week schedule also as it was convenient for the institutions to organise the activities:

    1. Mass Pledge :

      In line with guidelines for observance of mass pledge among the citizens where normal web accessibility is poor ,a special drive was undertaken and all area General Managers were accordingly instructed and remote ares within the command ares were selected and provisions of Mass Pledge was successfully executed.
